Die Bundesnetzagentur hat am vergangenen Freitag, 21. Juli 2006, den Entwurf einer Regulierungsverfügung für den Bitstrom-Zugang auf der Basis des Internetprotokolls, den sog. "IP-Bitstrom-Zugang“, der EU-Kommission und den nationalen Regulierungsbehörden der anderen Mitgliedsstaaten vorgelegt.
Der IP-Bitstrom-Zugang soll Wettbewerber in die Lage versetzen, Endkunden insbesondere breitbandige Internetzugänge anzubieten und hat vornehmlich den Massenmarkt im Blick.
[halfbanner]Der Entwurf der Regulierungsverfügung sieht vor, der Deutschen Telekom AG eine Verpflichtung zur Zugangsgewährung zum IP-Bitstrom zu nicht-diskriminierenden Bedingungen, zur getrennten Rechnungsführung und zur Veröffentlichung eines Standardangebots aufzuerlegen. Hinsichtlich der Entgelte ist geplant, diese einer Vorab-Genehmigung zu unterwerfen.
Die Europäische Kommission sowie die nationalen Regulierungsbehörden der anderen Mitgliedsstaaten können nunmehr innerhalb eines Monats zu dem Entwurf Stellung nehmen. Unter weitestgehender Berücksichtigung der Stellungnahmen wird die Bundesnetzagentur dann endgültig entscheiden.

Ericsson wird als Technologie- und Servicepartner ntl:Telewest bei der Entwicklung des VoIP-Telefonnetzes (Voice over IP) unterstützen. ntl:Telewest ist die größte Kabelgesellschaft in Großbritannien und einer der größten Anbieter von Breitband- und Kommunikationsdiensten.
Die Vereinbarung der beiden Unternehmen hat eine Laufzeit von fünf Jahren. Die erste Phase ist dabei der Ausbau eines breitbandigen Sprachnetzes für Privatkunden. Dabei kommt die IMS-Plattform (IP Multimedia Subsystem) von Ericsson zum Einsatz. Sie wurde bereits installiert und durchläuft vor dem Start des Netzes eine umfangreiche Testphase....
NTL Telewest baut auf VoIP
Netzaufrüstung durch Ericsson soll Kosten senken
Der britische Kabelriese NTL Telewest will sein Netzwerk auf IP-Technologie umstellen und hat sich mit Ericsson als Technologie- und Service-Partner gewichtige Unterstützung ins Boot geholt.
Im Rahmen eines Fünf-Jahresvertrags soll Ericsson zunächst einen Voice over Broadband-Service für Privatanwender aufbauen. Darüber hinaus will NTL Telewest seine Netzinfrastruktur von herkömmlicher Circuit-Switched-Technologie auf eine IP-basierte Lösung aufrüsten. Über das Volumen des Vertrags wurden keine Angaben gemacht.
Mit der Umstellung seines Netzwerks werde NTL Telewest sowohl seine Kosten senken als auch seine Effizienz steigern können, meint Ericsson-Managerin Jacqueline Hey. Bereits jetzt profitiere der Breitbandanbieter von den Investitionen in seine [halfbanner]Netzinfrastruktur. In Zukunft habe NTL Telewest die Möglichkeit, eine breite Palette von IP-basierten Services für Geschäfts- und Privatkunden anzubieten.
NTL und Telewest haben im Oktober 2005 mit ihrem sechs Mrd. Dollar schweren Zusammenschluss für einen wahren Paukenschlag auf dem britischen Breitbandmarkt gesorgt. Im April dieses Jahres hat der Konzern darüber hinaus den britischen Mobilfunkanbieter Virgin Mobile übernommen und dafür knapp eine Mrd. Pfund (1,44 Mrd. Euro) hingeblättert.
Mit der Übernahme kann NTL Telewest nun Mobilfunk, Festnetz, Pay-TV und Internet (Quadruple Play) aus einer Hand anbieten und bringt damit vor allem die Rivalen BT und den Bezahlsender British Sky Broadcasting in Bedrängnis.
